Budget performance tells VERY little about whether someone is a great AE or not.  Many AE's hit or miss budget because of one or two clients buying or not buying... over which the AE had very LITTLE control.

If an AE was "bad" last year and has improved their numbers 10%, does that make them 'good' or just a little better than the bad they were before?  Trust me, your AE's know where the deadwood is and when they see it removed it not only sends the right message to them about you, but also reinforces their own belief in themselves.  "How good of an AE can I be if I am working in a place that accepts and pays for mediocrity?"
